Make sure you have winpic programmer set with the correct device. Make sure you are using the correct firmware data file. Make sure you are initializing pic using the correct port. You won't see Atmega until you get pic to work first. Assuming all your solder connections are good, it sounds like you just need to configure winpic programmer properly first. OH yeah, Go to messages window in winpic programmer and list detailed messages. I think the error you listed comes after other errors and messages that might be helpful.

If it fails, than:

1. You have an errors/shorts/breaks in the ICSP cable.
2. WinPic is not configured properly.
3. You have errors/shorts/breaks on the board.
4. Broken COM port
5. The COM port is not a fully standard COM port, e.g. it is a USB COM port
6. The PIC is faulty.

Well Winpic detects the PIC and all the config looks fine! In Hardware test it is showing Opening Com port
Hardware OK!

But when i tried to Program PIC it gives me error!! Gues I'll have to change the PIC! ICSP Cable is fine and there is no short or break on the Board!
