Doesn't look like you know how to use a multimeter. Look at http://www.wikihow.com/Use-a-Multimeter, notice what it says about a COM (common) jack. In electronics "common" is the same as "ground".

I.e. the black probe is usually the 'common' probe. So it should be connected to the 'COM' input on the meter.

Yawn. Excuse me. I think this is going to take a while.

Here are the correct measurements between GND and several pins of the PIC.

1: 5V
8: 0V
14: 3.3V
19: 0V
20: 5V
26: 0V

Measure the voltage values on pins 1, 8, 14, 19, 20 and 26 of the PIC and post the results here.

still can't program my pic...still getting couldn't initialize programmer...here's a screen shot of my winpic setting...is something wrong..

If the readings are right then PIC18F2550 is most likely fried/faulty. Pin 14 must be 3.3V.

i thought that should be the reading and my pic is fried/faulty?..
what then should i do?..
redo my board or just buy a new pic?..

If there are no errors (shorts/breaks and etc) on the board then the PIC is faulty.

If there are errors on the board then either correct them or make another board.
