I don't understand...which other pin do I measure the voltage with pin 1, 8, 14, 19, and 20?

Measure voltages between USB socket ground pin and these pins.

Voltage measured between USB ground and pins 8, 14, and 19 is zero (0V) while with pin 1 and 20, voltage is +5V. These are the results whether the PIC is in the socket or not.

I've read PIC182550 datasheet but still I'm not sure if there should be Vusb, pin 14, present on unprogrammed IC. Synthex might shed light on this.
Can you take a screenshot of WinPIC where you set type of programmer?
And the old stupid question again - do you power PIC18F2550 over USB when you try to program it with the programming cable?

Don't know what you mean by this but yeah, calling on Synthex...please enlighten us.

This is the same screen shot I posted in our conversation under the sticky thread (true)MIDI USB Board. I haven't changed any settings as usual.

I'll have to look at my WinPic configuration tonight before commenting further. Until then try checking/unchecking Vpp/Clock/Data(to PIC) in the interface Test section of this WinPic screen and at the same time monitor voltage on pins 26,27,28 of PIC18F2550. It would be useful if you could create and post a table with relations between Vpp/Clock/Data checkboxs states and voltages on pins 26,27,28.

Do you also have that "could not initialize programmer" warning at the bottom of the screenshot?

Yes, I have the warning but it is due to the fact that it is not a real JDM programmer.
Check in Windows Device Manager available COM ports' numbers and that you actually set WinPic to use a correct COM port. WinPic won't complain when you set an incorrect COM port. In my case the proper COM port was COM4.

I only have COM1 in my device manager. I have also tried using ports 2,3, and 4 without any success.

I also have only one COM port and yet it is COM4. It actually can be any other number, not just COM1-COM4. Did you also do what I suggested about checking/unchecking test checkboxes and measuring voltages on pins 26,27,28?

Also, are you sure that your com port is OK? You could have damaged it with the previous attempt. Can you test it with something else, e.g. a modem?
