pic programming failed

No. I would definitely say it is your soldering. I would clean that board really well just like it is and try again and see if that helps. Flux can cause some erratic behavior. I have seen it before!

i did try cleaning my board...nothing happened...i think its really the soldering...i'm going to start on a new board and do a better soldering job...so i would want to know if i should still place this components or not...

If you do keep them but do not connect the keyboard, encoders, LCD and optocoupler the components I mentioned above are not going to be a part of the circuit and will not work. Therefore, you don't need them, and if you do solder them in, they will not work unless of course you have shorts/conductive remains of flux on the board causing the circuitry to change beyond the specification.

just finished rebuilding...i still can't program my pic...could a faulty 12mhz crystal cause this?..i didn't change it...or should i already try replacing the pic?..

Have you re-read all of this topic?
Did you follow all the advices given to you?
Did you check for shorts/breaks/continuity?
Did you measure voltages?
Have you made any conclusions from this: viewtopic.php?p=10930#p10930?

Rather you could post more pictures. This time make some from the component side as well as from the copper side. Then we will probably be able to determine whether your PIC problems are caused by assembly faults.

Or, of course, you can measure the voltages again...

What about the copper side?

Well, judging by the components side the assembly is not of superb quality, but if everything is soldered decently it should work, provided your PIC is in working condition. Maybe Dmitri can spot a mistake though.
