That is correct if you use a potentiometer based HiHat pedal. If you use an optotransistor or optoresistor based pedal, than this resistor should be left at 100 ohms to drive enough current into a LED.

It may be. But it may still be too small if the potentiometer in a pedal is of high impedance, or it may may still be too large to drive a LED. The best bet for an opto based pedal will be 100 Ohms. For a potentiometer based pedal the best bet would be on a resistor with 1/5th of impedance of the potentiometer .
