If it works fine on one laptop and not on another I would naturally thing there is something wrong with the latter laptop rather than anything else.
Laptop USB power? Try with a powered USB hub.
Something installed on the new laptop which interferes with MIDI? E.g. other applications trying to access the same MegaDrum MIDI ports as MDMFX.
