Here's a straight answer.

On the image above, you see the digital board as it is (i.e. how you would see it from the copper side). Now, the green dot marks the ground. You should put the black probe of your meter to the ground. The red dots mark the 1, 14, 15 and 28 pins of the PIC. For obvious reasons, I didn't put all the numbers in there, but the bottom row is "14 13 12 11 10 9 8 7 6 5 4 3 2 1" and the upper "15 16 17 18 19 20 21 22 23 24 25 26 27 28". You should put the red probe - the testing probe - onto these pins and read the voltage levels on them. DON'T FORGET TO SET UP THE MULTIMETER TO THE DC VOLTAGE SCALE; selecting the 20V DC scale should be all right.
And, of course, always be careful with a USB powered board, do not accidentally short circuit the power lines.
