what do you mean when you say cheap PCMCIA-COM?...because i'm using the com port on my motherboard...would that work?..

If the COM port on the motherboard is in working order, then it should work.

I needed a way to program a PIC from my laptop which does not have COM/LPT ports, so I checked out USB-COM/PCMCIA-COM converters, and it turned out that they would not be good for the task. There were expensive PCMCIA-COM converters, but obviously I did not want them.

If you are using a generic COM port (i.e. it is a motherboard integrated feature), all should be fine.

i just bought a new pic and assembled a new board...i still can't program my pic...i'll try to post the voltage readings when i get a multitester...what could be the problem?..could the crystal be a problem?..i still get a could not initialize programmer error...i'll also put pics of the programming cable and winpic settings...please help me!!!i wanna finish this project...thanks!!

So, what are the voltages on the PIC's pins now?

its still the same could the crystal cause this problem or a capacitor...

Crystal has nothing to do with the voltage on the pin 14.
The pin 14 either has a short to the ground or to other pin(s) or your PIC is faulty.

Measure voltage levels between pins 1, 14, 15 and 28 and ground.

P.S. It's weird, but nobody noticed a strange mistake I made here, where I'd written 16 instead of 28. Here's the corrected picture:

i'll try to check for shorts...if it's faulty...how unlucky am i to get two faulty pics...huhu!!
